Mr. Conn's practice focuses on administrative law, growth management and environmental law, water law, local and regional government, construction contracting, public procurement, sunshine, and public records laws. Mr. Conn has represented state and regional governmental agencies, served as an administrative law judge and special master. His current practice includes representation of both public and private clients in matters which involve regional transportation and planning, developments of regional impact and comprehensive plans, permitting and licensing approvals and disputes, public contracting, bid disputes, rule making, and rule challenges.

Mr. Conn received a Juris Doctorate with Honors and Master of Science in Public Administration from Florida State University. He holds a Bachelor's degree from the University of Notre Dame, where he was a member of Phi Beta Kappa.

Function

The County Attorney's office provides legal services to the Board of County Commissioners, the County Administrator, and departments as necessary, providing advice on subjects affecting the County Government.

The Attorney reviews Board agenda items and attends Board Meetings, including Planning Commission and Value Adjustment Board. The Attorney defends and initiates lawsuits and administrative actions on behalf of the County, including code enforcement hearings before the Special Master and land use appeals and litigation; drafts ordinances and resolutions, prepares contracts and agreements, reviews plats to ensure compliance with County Code and Florida Law, prepares deeds, easements, liens, releases, satisfactions, as well as other real estate documents.
